A security guard of Chhaya Centre was arrested on Friday for asking Minister for Culture, Tourism and Civil Aviation Jeevan Ram Shrestha to stand in line.

Minister Shrestha had reached Visa Facilitation Services (VFS) Global, located at Chhaya Center, Thamel to give his biometrics for the visa, but there were many other service seekers in line. Hence, Sher Jung Kunwar, a security guard on duty, asked Minister Shrestha to stand in line.

Minister’s bodyguard asked him to let him go because he is a minister. But Kunwar did not heed and asked him to follow the line protocol which led to an argument between them.

After finishing his work and returning, an agitated Shrestha sent a letter to the Ministry of Home Affairs from the Ministry of Tourism seeking action, citing the security guard misbehaved with him. The letter was forwarded to the police headquarters who urged Durbarmarg Police Circle to take action.

Kathmandu Police Range Senior Superintendent of Police (SSP) Bharat Bohara said the police team then arrested the security guard for indecent behaviour and action will be taken against him as per law under the National Penal Code.

Section 118 of the new penal code allows filing of cases of indecent behaviour against people. If convicted, the security guard can be punished with imprisonment of up to 1 year or fined up to Rs 10,000 or both.
